Discretion in the Review of Administrative Offenses with a Sexual Nature in the Ecuadorian Educational System

The present work deals with the discretionality with which the executive branch, through the President of the Republic, issues resolutions that provide the impetus for the appeal for review, within the administrative summaries substantiated by the Ministry of Education, stating that all and each one of the processes of sexual connotation evidences error of fact and of law in its resolutions; In this regard, it is established that the District Dispute Resolution Boards are subject to non-compliance and that they must apply in a general manner to all processes, this argument to initiate the Extraordinary Review Resource. With this argument, they request that the public servants, who had a sanction other than dismissal, be reviewed the entire file, leaving no alternative but to appear again, and with the specific provision that it be applied to the offending server. in law it corresponds, without considering that the rule invoked in this particular case, Article 178 of the ERJAFE, literal a), error of fact and of law, should be understood as ignorance that affects some element of the legal act in the conditions or circumstances in which they took place and the error of law on their part falls on the legal rules that apply to the specific case; consequently it is evident that the resolution of the executive is based solely and exclusively on the popular clamor for cases of sexual abuse without specifying in each concrete case, its foundation.

3D Hand Pose and Shape Estimation from Single RGB Image for Augmented Reality

In the realm of Human-Computer Interaction (HCI), the importance of hands cannot be overstated. Hands serve as a fundamental means of communication, expression, and interaction in the physical world. In recent years, Augmented Reality (AR) has emerged as a next-generation technology that seamlessly merges the digital and physical worlds, providing transformative experiences across various domains. In this context, accurate hand pose and shape estimation plays a crucial role in enabling natural and intuitive interactions within AR environments. Augmented Reality, with its ability to overlay digital information onto the real world, has the potential to revolutionize how we interact with technology. From gaming and education to healthcare and industrial training, AR has opened up new possibilities for enhancing user experiences. This study proposes an innovative approach for hand pose and shape estimation in AR applications. The methodology commences with the utilization of a pre-trained Single Shot Multi-Box (SSD) model for hand detection and cropping. The cropped hand image is then transformed into the HSV color model, followed by applying histogram equalization on the value band. To precisely isolate the hand, specific bounds are set for each band of the HSV color space, generating a mask. To refine the mask and diminish noise, contouring techniques are applied to the mask, and gap-filling methods are employed. The resultant refined mask is then combined with the original cropped image through logical AND operations to accurately delineate the hand boundaries. This meticulous approach ensures robust hand detection even in complex scenes. To extract pertinent features, the detected hand undergoes two concurrent processes. Firstly, the Scale-Invariant Feature Transform (SIFT) algorithm identifies distinctive keypoints on the hand's outer surface. Simultaneously, a pre-trained lightweight Convolutional Neural Network (CNN), namely MobileNet, is employed to extract 3D hand landmarks, the hand's center (middle finger metacarpophalangeal joint), and handedness information. These extracted features, encompassing hand keypoints, landmarks, center, and handedness, are aggregated and compiled into a CSV file for further analysis. A Gated Recurrent Unit (GRU) is then employed to process the features, capturing intricate dependencies between them. The GRU model successfully predicts the 3D hand pose, achieving high accuracy even in dynamic scenarios. The evaluation results for the proposed model are very promising that the Mean Per Joint Position Error in 3D (MPJPE) is 0.0596 between the predicted pose and the ground truth hand landmarks, while the Percentage of Correct Keypoints (PCK) is 95%. Upon predicting the hand pose, a mesh representation is employed to reconstruct the 3D shape of the hand. This mesh provides a tangible representation of the hand's structure and orientation, enhancing the realism and usability of the AR application. By integrating sophisticated detection, feature extraction, and predictive modeling techniques, this method contributes to creating more immersive and intuitive AR experiences, thereby fostering the seamless fusion of the digital and physical worlds.

Educational strategies on nutrition and its correlation in anthropometry in children from 2 to 5 years old at tajamar health center

Abstract this research work was carried out in Tajamar Health Center. This work aims to develop educational strategies for the correlation of the value of anthropometry with the level of nutrition in children ages between 2 to 5. A descriptive, qualitative and quantitative and field study was carried out, using techniques such as; a survey to determine the level of knowledge of the mothers about identifying the nutritional state, growth, age development of their children. It was verified that there is an alimentary disorder in the children. 50% of the mothers cook more carbohydrates. Only 20% of the mothers state they send fruit to their children in their lunch boxes. It was identified that the risk factors are the high consumption of junk food (55%). The lack of physical activity is a cause of the high level of alimentary disorders. Some educational talks were given to the mothers. Mothers were encouraged to perform physical activity. A healthy eating guide was distributed to the mothers as well. Finally, a series of recommendations to improve the lifestyle of each child and the family itself were lectured.

The Fundamental Human Rights of Irregular Migrant Workers in the International Legal Field

Legal norms regulate the situation of migrants. However, at the international level they are primarily responsible for establishing fundamental human rights, but the normative development of both the United Nations and the ILO focuses primarily on analyzing the situation of migrant workers in a regular condition, which leaves the situation aside. of irregular migrant workers. The method of content documentary analysis was used to review and evaluate various sources, studies and legal documents. In the same way, the analytical-synthetic method is used, which allows the most important to be integrated from the study of the normative and jurisprudential sources. The conclusion was reached that migrant workers in an irregular situation are effectively unprotected by legal norms and do not even have the possibility of achieving decent work.

Real Time E-learning Students Monitoring for Optimization Facial Landmark Recognition Based on Hybrid Deep Learning Techniques

The onset of digital education, propelled by the global COVID-19 crisis, has revolutionized the education sector, presenting unique difficulties, including the crucial task of preserving academic honesty. This study explores the possibilities of computer vision technologies, specifically face recognition and detection systems, to deter dishonest practices in online learning contexts. In this article we aim to construct efficacious strategies that leverage these technologies to track student actions in real-time and alert educators about possible cheating instances. This study presents two innovative models addressing cheating in online learning settings using cutting-edge computer vision techniques. Our initial model is an ensemble learning based face recognition system that blends the functionalities of three different deep learning (DL) structures: VGG, MobileNet, and DenseNet. This ensemble learning approach aims to offset the shortcomings of individual models while amplifying the overall effectiveness. The model’s efficiency will be gauged by juxtaposing it with other models and testing its performance against renowned benchmark datasets. Following this, we propose a second model designed for real-time face and cheating detection. This model integrates the FaceMesh model, facial landmarks analysis, and head pose estimation to identify possible cheating behaviors, such as significant shifts from a neutral or forward-facing head position. This model’s efficiency will be assessed through testing in simulated cheating scenarios and using authentic data from online learning contexts. Upon testing and validation, our proposed models have shown encouraging outcomes. The ensemble learning model outstripped individual models by attaining a remarkable accuracy rate of 91% through soft voting. Furthermore, the face detection system showcased sturdy abilities in recognizing faces under diverse conditions and accurately pinpointed potential cheating behaviors based on head pose estimation.

The Reintegration Of Former Inmates Into Society, A Social Issue In Santo Domingo.

What happens to the person who fulfills a sentence, and after months or years gets his freedom? How society receives this individual; we would be able to offer him work or opportunities to develop as a productive person to society and to the country. The role of the State has much to do with the issue, are the current governments fulfilling the rehabilitation of persons deprived of their liberty? By customs and ideologies, we have managed to stigmatize a former inmate; this person is seen as inferior in the social class, unable to reintegrate back into society, unable to work because we are invaded by distrust, since it is believed that who is sentenced to serve a sentence for different types of crimes Within a prison, it will leave with more perfection to commit a crime, so society acts with rejection, to provide an opportunity to the ex-prisoners. By statistics, it is known that prisons have become overcrowded, and that the current penitentiary system of Ecuador does not comply with the fundamental objectives of our Constitution, and is not attached to considering the person deprived of liberty as a vulnerable group and priority.

Analysis of Socially Responsible Participation in the Community

Previous research indicates the importance of the active and socially responsible participation of companies as members of society to contribute to their economic and social development, that is, a step beyond philanthropy. In this sense, the objective of this study is to analyze the role that the different organizations of the business sector of Imbabura really play within the community where they operate. The different suggested areas within the ISO 26000 standards, such as education, culture, job creation, among others, were taken as the basis for the analysis. The qualitative-quantitative approach was used, with descriptive scope, using as analytical-synthetic, inductive-deductive and historical-logical methods. The survey and the interview were used as techniques for data collection, for which the respective instruments were designed and applied to different companies in the sector. The results show that the participation of the companies within the community is not significant and that, therefore, it is necessary to promote the responsibility of the companies in the development and social integration. Include concepts of sustainability and sustainability in their strategies, which allows generating trust and commitment with the communities in which they carry out their activities.

Shifiting the Burden of Proof Regarding the Non-Existence of Unjustified Dismissal in Ecuador.

In the workplace the worker is considered the weakest part of the employment relationship and untimely dismissal is a social problem in Ecuador, for which compensation has been determined in the legal regulations, provided that it has been voluntarily recognized or proven in a legal proceeding, the plaintiff (ex-worker) being the party required to prove that assertion, which is complicated given the circumstances in which a dismissal is made. Hence, the objective in this paper was to determine who should correspond in a legal process to prove the existence or not of an untimely dismissal. Theoretical and empirical methods were used, the results of which in the city of Santo Domingo showed that of the cases resolved in 2017, 89% could not prove the existence of untimely dismissal and the surveys carried out by legal professionals. 90% said that there should be a reversal of burden of proof to the employer to prove the inexistence of untimely dismissal. Based on this, it was concluded that it is necessary to implement the reversal of the burden of proof on the inexistence of untimely dismissal in order to strengthen and allow workers to have fair access to their compensations and benefits, preventing the employer from taking advantage of them of the difficulty and limited evidence that the former worker has at his disposal at the time of termination of employment in an untimely manner.

Acceptance level of the papillomavirus vaccine

This article is made to have identified low acceptance of the HPV-HPV vaccine, illustrates the level of acceptance of the HPV vaccine in the parents of girls between 9 and 11 years of age and generate information that will help guide health promotion. It is a bibliographic, descriptive, field, cross-sectional study of quantitative modality by the indicators that show this research and qualitative by identifying important characteristics of the factors related to the non-acceptance of the HPV vaccine, the survey was used as a technique of study. 100% of the target population is included in the research at the site of application. Result of the investigation shows the reality perceived in the population about the vaccine, such as the fear of side effects, infertility, develop some related infection, deaths related to the vaccine, being clear the little information received by the population about the vaccine, parents did not have enough knowledge and information about the relationship with cervical cancer and the vaccine creating barriers that made it difficult to access their consent and acceptance. The results of the study make it possible to assert that information is the fundamental basis of prevention actions in health, allows to report that its sole purpose of administration is to immunize against infections caused by HPV and thus decrease the incidence of cervical cancer by HPV in the future.

Polynomial ideals of a ring based on neutrosophic sets

In this paper, we introduce the notion of the neutrosophic polynomial ideal Ax of a polynomial ring R[x] induced by a neutrosophic ideal A of a ring R and obtain an isomorphism theorem of a ring of neutrosophic cosets of Ax. It is shown that a neutrosophic ideal A of a ring is a neutrosophic prime if and only if Ax is a neutrosophic prime ideal of R[x].
